The Future of Courts Is Local: JLUSA and the Center for Justice Innovation issue new report on Municipal Court Reform

July 6, 2026

Recently, JustLeadershipUSA and the Center for Justice Innovation released our new report, Local Courts, National Impact: A Roadmap to Equity.

Local courts process nearly four out of every five criminal cases in the United States, yet they often receive far less attention than other parts of the legal system. This report offers a roadmap for strengthening municipal courts by centering the experiences and recommendations of people who have navigated them firsthand, alongside practitioners, researchers, judges, and community leaders.

Over the past year and a half, we convened focus groups, national discussions, and a multidisciplinary conference to better understand how municipal courts impact individuals and communities. The recommendations in this report reflect what we heard and identify practical opportunities to advance fairness, accountability, and community trust.

We invite you to read the report, share it with your networks, and consider where you can help move this roadmap forward in your community.
